'Ferrari defines strategy and takes grid penalty in 2024'

Next year there will be a record number of 24 Grands Prix on the calendar. Yet each driver will only be allowed to use a maximum of three engines next year. There was a vote at the F1 Commission to expand to four engines. Ferrari were definitely in favour, according to Motorsport.com, but rumours suggest that Honda and Mercedes put a stop to it by voting against. Will this approach bear fruit?
